It is not so much that wind affects the insulation value of thje snow; but the wind will increase sublimation. Sublimation is when a solid (snow or ice) tranforms directly into it's gaseous state (water vapour) without going through the liquid state (water). This process extracts heat from the surrounding air and material. The temperature snow still intact lowers which will absorb more heat from what ever it is insulating
