You need to literally be a "top contributor" in the eyes of the yahoo guys. If they think you're worthy, they give you the neat little orange thing and you get to answer more questions!

To become a Top Contributor, I think you have to answer the best in a certain category or you have to answer alot lot lot of question's and that makes you a top contributor because you contributed the most time/more than other's in helping out answering questions.

Answer question, and get high marks from the askers, for you answer. Asking questions actually takes away from your points!
