When you "waffle" on a subject, you won't give a definite opinion on your point of view. It can also mean when you change your opinion on something. Like if you were pro choice but then later on supported the pro life movement, and then changed back again.
Wing nuts are people who are conservative and don't think for themselves. They just kind of spout propaganda and make all their decisions based on one opinion. Here's another definition: http://www.urbandictionary.com/define.php?term=wing+nut&defid=1120041
Political base is the main ground you stand on. For instance, if someone is VERY Christian, that could be their political base by which they determine all other political views. Like no same sex marriage and Pro Life.

Waffle = changing or not making up your mind on a specific issue.
Political Base = a group that you can expect to vote together and for the same person. Examples are any minority, and women, rich or poor people.
A Wing Nut is nut that is made to be screwed on to a bolt by hand. The nut has two special wings that make it easier to screw on. In politics a wing nut is probably someone who is worried too much about the right of left wing (conservative or liberal) or other wings of politics like the moral minority, or the pro-lifers etc.

"Waffling" means you have no clear-cut stance on any particular issue. Or, a person will say one thing and do another.
A political "base" is a group of people whom a politicial represents. Example: a candidate from Kansas represents (more than likely) farmers.

It depends.
The Libs would say "If a Democrat changes their mind, they are Enlightened".
Libs also say "If a Republican changes their mind, then they Waffle".
Guess that sums it up.....
