Sodium acetate, as you probably know is the sodium salt of acetic acid. You used to be ably to buy it at photographic processing supply stores and tanning supply stores. If you are near a University there is always a chemical supply place or two that can supply small quantities for lab use.
If you are looking for larger quantities to mass produce hand warmers or something using the chemical, put the cas number 127-09-3 in a google search with the letters MSDS. The hits that are not universities probably sell the stuff. This works with almost all industrial chemicals but make certain you have the proper cas number in this case I suggested anhydrous Sodium Acetate.

sodium acetate = acetic acid = main ingredient in vinegar.
(sodium acetate and acetic acid are different words for the same molecule). You can buy vinegar at any grocery store and it usually contains about 5-10% sodium acetate (/acetic acid), with the rest pretty much all being water.
