Well, to the defendant they are, but to the taxpayers they're pretty costly! :)

You have to qualify by income to get one assigned, the income threshold is really LOW. Make sure you are actually eligible before you assume you can have one.

No. They are paid for by the taxpayers.

And depending on the financial resources of the defendant, the defendant may be required to reimburse all or some of the total cost.
