Stuck float will cause carb to flood out, could also cause fuel to over pour out the top of carb.

Best thing to try, is with the handle of a screwdriver tap on the side of carb body where floats are.

It maybe dirt, or trash stuck in the seats, not letting the needles move as they should. You might have to pull carb back apart, and re clean the seats.

If it is flooding after rebuild, the float level was not set correctly, or the float has a hole in it and is not floating. Tapping on the carb bowl won't help. One other possibility is too much fuel pump pressure, does it have a fuel pressure regulator?

Like someone else said, tap on the bowl sometimes works for stuck float.

You might try re-adjusting jets.
Screw them all the way, then back them out about
one and one half revolutions.
