Most other professions boasted a guild ,so why not troubadors and jesters?

I've never heard of one.

Guilds generally embraced the larger professions, like smiths, tailors, cobblers, brewers, etc - people who sold to the public and were competing against each other, but wanted to set up rules to ensure that their mutual competition wouldn't ruin them all. Fools were in a different position - they lived by finding patronage, and there was generally only one in a court. So it's unlikely that they would have formed a guild.
