From 1997-2006, only four pitchers had ERAs under 3.25 with 100 or more victories. I'll give the points to the first person to name all four pitchers.

One person - I won't say who - has three of four. The fourth is a little tricky.

Oswalt isn't one of them - he didn't get number 100 until 2007, after the cutoff for this question. "Wondering" has three right.

Good job - Kevin Brown is the fourth....I knew he would be the tricky one.

**Kevin Brown (106 W, 3.01 ERA)
Roger Clemens (156 W, 3.16 ERA)
Randy Johnson (176 W, 3.00 ERA)
Pedro Martinez (158 W, 2.60 ERA)
Smoltz didn't amass 100 victories for the duration of those 10 seasons.
**Edit - I initially had Maddux, but removed him, for I checked and his ERA in that time frame was 3.28. Then had Oswalt, and you're right, his 100th W came this season.
Nice question.
