I have a subfloor where there is water damage. I know your suppose to remove the partical board, however the floor does not partical board its all one peace. What do I do?

just cut out the bad area and be sure you end your cut on a joist. your joist is 1 1/2" thick so stop your cut so 3/4" of the joist is showing

Particle board is one piece, when new. If it gets wet, it swells and deteriorates. After being wet it will no longer suffice for a sub floor. It should be removed in that case.
If it is a good quality plywood, it may survive being wet. If that be the case it may be OK to keep it.

If you intend to leave it down be sure it is throughly dry but if you plan to install tile, wood, laminate or hard surface of any type, it may still not be suitable. You may have to remove the old and replace with new plywood, OR, you may be able to put plywood over the old. If floorcovering is done by professionals, they will not give you any warranty over the old floor.
Carpet and pad may be OK.
