How does a water_treament pland slows down eutrophication?

If you mean in the discharged water....
the water is aerated to increase the oxygen content and this oxidizes some of the nutrients such as phosphates and some of the nutrients are precipitated in the settling ponds sections of the plant prior to discharge. The dissolved oxygen content is one of the measurements made prior to allowing the water out of the treatment plant.

Or, do you mean how do they slow down eutrophication within the plant itself? If this is what you mean....
Mostly the aeration/oxygenation of the water prevents the eutrophication within the plant itself. Since the water is being oxygenated, it is difficult (if not impossible) for eutrophication to occur.
