no its not the biggest
Karachi ( pakistan ) is the biggest 3,530 Km² , population 11,608,000
tehran is the world's 15th most populated city in the world with about 7,500,000 ~ 8,000,000
but tehran is a big @$$ city , 800 Km²

I doubt it's in the top 10. Tokyo, Mexico City and Sao Paulo are the top 3.
