I personally know no one, 'lib' or otherwise, who would try to excuse that as a judgement. They may be resigned to it as something outside of their control, but acceptable? No.

There are a number of different countries who practice an assortment of uncivilized punishments for religious reasons and as a deterrent to others many of which people in other countries consider are barbaric and savage.
You are welcome to get heated up about any one of them and anyone is welcome to try to give excuses for them - overall nobody can do much to stop any of it.
One hastens to add that at the same time numerous countries condone horrific behaviour towards animals.
The more you dwell on it the more horrified you can become especially while you know that there is nothing you can do to stop it.
Just be glad that you are not personally involved with any of it.
