First take out a common 3m:
3m(8k^3 - 27m^3)

Now use difference of cubes to factor:
Difference of cubes:
a^3 - b^3 = (a - b)(a^2 + ab + b^2)

In your case, a=2k and b=3m

3m[(2k - 3m)((2k)^2 + (2k)(3m) + (3m)^2)]
= 3m(2k - 3m)(4k^2 + 6km + 9km^2)
