the sign says no shoes no shirt no service but what about pants?

I didn't. Of course, I had a DRESS on.
I think they are hoping you have enough sense to cover your butt.
Some people do not have enough sense to wear shoes, especially in coastal towns where there is a beach or lake etc. and often men working outside don't wear shirts, and then go to lunch all dirty and without their shirts.
It is just the bare minimum-so to speak.

That is where common sense plays a role. It is also called indecent exposure.
The only place that I know of that you can eat with no pants is a nudist beach which I believe they have one in California.
I know they do have one in Amsterdam and that is the only place other then your own home you can eat with no pants.

I'm sure you'd get kicked out. I say wearing pants is more important then wearing a shirt.

I would assume yes. Guests come in to enjoy dinner, not stare at people walking around in no pants. But then again, at some restaurants its accepted, although, steak and shrimps only five dollars.

Depends. If your wearing a long shirt or a dress that covers your panties than maybe no. if the shirt doesnt cover them than yes, they would probably kick you out. Unless its a stripper restauraunt. LOL! JK.

they probally assume people have enough common sense to keep their pants on so they don't bother putting pants required but you never know these days a person might go in with no pants lol
