They might be concerned that the parts of that WORKS could be used to make a terrorist bomb. If they have an ID they would worry less about tracking you down if there was a future problem.

That's what cranksters use to make dope! Where I live you have to show ID for cold medicine and the farmers are having hell the the ammonia trying to farm. They use it to fertilize.
