All web-hosting companies have terms of agreement that you should study carefully before signing up. Usually you don't have to be at least 18 to become a member.

However, anyone with basic knowledge of HTML can "create" a website, including a 2-year-old if he's talented enough. The rules only come into play when talking about the company that hosts it.

No.... well, actually the answer depends on what country you live in.

But in the US, and Europe or Australia, and many other countries, no -- a person under 18 is still allowed to express themself.

Nothing in the domain registration policies prohibit minors from registering domains, and with the number of free hosting companies that give anyone a webpage -- most don't even check age.

No. What makes you think it would be?

You can not legally sign contracts until you are 18. So if you are looking to sign contracts for server space or anything like that you will need the help of a parent/guardian. But for just creating a web site, nope.

Well, you have to be able to register the domain name and hold a contract with someone like superb. You need to talk to them, I really don't see why you couldn't if you have the money to pay all of the fees.
