Might be easiest to buy one from U-Haul. But all you need are some bolts & nuts a few 2x4s and Lowes or Home Depot sell the wheels.

It depends on the length and beam, but at 200 lbs, I assume it's a very small boat. If it's just to move it around your garage or driveway, you can simply get some 2x6 lumber from home depot, and create a ladder frame with it (two long piecs, with at-least 3 cross braces) cover the top with some old carpet, and get some Swivel castor wheels from Home Depot too (4 to 6 will do... see the link below), put those on the bottom... and you're done! You've got a stand to hold your boat, and the ability to move it around easily. An easy afternoon project.

How about just tossing it in the back of a pickup....If you can't do that just get one of those things people lay on to work under cars on you could even tie a rope on to it and us it for launching the boat...

I think you should have a plywood base and wooden beams for the where the boat sits on. then put wheels on the bottom of the plywood and attach a rope for pulling.
