The second ammendment does not refer to hand guns nor does it refer to the individual. In numerous court rulings, including the supreme court, the second amendment has been interpreted to apply only to the rights of the states to form and arm a militia. What we now call the national guard. It gives no rights to any individual. The second amendment is one sentence made up of two phrases, separated by a comma. The first phrase, "A well regulated Militia, being necessary to the security of a free State," has been ruled time and time again by the courts to mean that this is the stated purpose of the amendment. The second phrase, "the right of the people to keep and bear Arms shall not be infringed" refers to, again according to numerous court interpretations, allowing the states to arm the people who comprise the militia.
The second amendment was rewritten during the congressional congress more than a half dozen times because the founding fathers wanted to be sure that in the future the courts would know that their intent was to allow the states to maintain their own militias. All of these earlier writings as well as much of the discussion and argument that went on over this and other amendments and sections of the constitution can be found in the federalist papers.
When will everybody finally get it? The constitution gives nobody the right to keep and bear any kind of arms that they wish. That's why state and federal firearms control laws have managed to survive many constitutional challenges. If you don't believe me you can do this to prove it to yourself. Just walk onto a California school yard openly carrying a loaded assault rifle and from your jail cell you can then argue how your constitutional right to keep and bear arms has been violated all the way to the supreme court. You'll lose of course but perhaps you'll no longer be confused.

In the US, the right to bear arms (2nd Amendment) only applies to federal legislation. So, states are only limited by their own state constitutions, and by the state laws that they enact.
That's the current law, whether people like it or not.
If you want the law to be different, lobby to get it changed.
And bare arms aren't good for using firearms, because you get gunpowder residue on your skin. Longsleeves are generally safer.

I assume you live in one of the more "restrictive" parts of our country. Assuming you aren't a felon and don't have restraining orders against you, and you are over 18, you'd easily be able to purchase a handgun if you are the resident of most states. However some states have waiting periods, and some city municipals have restricted ownership/possession within their city limits to peace officers and the elite (government higher ups) who get approved for permits.
Gun control in theory takes the guns away from everyone thus making gun crime non-existent. But in practice the criminal element continues to acquire and obtain guns, leaving the rest of society powerless. The best example of the failure of gun control is the policies in the UK. As a country the UK has had one of the world's most restrictive gun control policies for decades. Yet gun crime still exists and flourishes (see link.)

They're already legal. The U.S. Constitution gives us the right to legal own firearms. Anyone with a felony has lost this "right" to own or possess a firearm.

Because SCOTUS has declared the police don't have to respond. Because it takes less than a minute to bleed out if throat is slashed. The average response time in Los Angeles is 15 minute...just enought time to draw a chalk circle around a victim.
Because it's easier to carry than a rifle where ever you have to go.

So that more innocent people can be killed by madmen because there isn't enough murder and killing be committed by Americans. Wait.. I meant because it's our constitutional right to defend ourselves and shoot guns on New Years (as well as an occasional neighbor that pisses us off.. check out below link)
