Independent assortment says that the way one pair of genes separates doesn't affect how another pair of genes separates. This is true if the genes are on different chromosomes because each pair of chromosomes separates in its own random way. It's also often true of genes that are far enough apart on the same chromosome because of the frequency of crossing over during meiosis I.

C isn't even one of Mendel's laws - just a distractor choice.
