It means in all probability with all of the meteorological data available to the weather service that there's from no chance of rain at all (0%) to its raining right now (100%) that there's a 30% probability that it will rain today. That's like a 30 in 100 chances or 1/3 chances out of hundred. 50% would be half and half like tossing a coin. So 30% means its a little less than half. So it probably is NOT going to rain today - maybe.

It means that given current conditions there is a 30% probability that at some point during the enough condensation will form in the upper atmosphere for rain to fall and hit the ground.

Or, you can just say that if it rains the weathermen were 70% wrong.

if you use percentage as a guide for predicting the weather, I say if the chance is under 50%, it probably will NOT rain. However, if you live where the wind could blow in a storm at any time (I live by the ocean, and this happens regularly no matter what the prediction!) I would say, carry an umbrella! If you are afraid of getting wet, carry one all the time! I lived in Germany for 7 years, and if you did nothing when it rained you would be doing a lot of nothing!

It means that for every 10 times these kinds of weather conditions exist, it rains 3 times and doesn't rain 7 times. A 10% chance of rain means a 90% chance of no rain.

one of the local weathermen says it means 30% of the area will get rain. I always thought it meant there wasn't much chance of rain.
