I guess it depends on how you mean "conservative." If you mean it in a political or social sense, then it would be pretty hard to define it's opposite. People will have vastly different opinions on what it means to be conservative, and because of that you can really never define its true opposite. But if you mean it in more of a sense of saving or hording, or something along the lines of that, then yes, I believe "wasteful" would be the opposite.

You can CONSERVE something or use it LIBERALly. In government it's programs and taxes. They usually have a direct relationship.
