It is law written by congress, and is also determinations by the IRS and the tax courts.

It is changed by congress or by IRS changes in interpretation, practices, and procedures.

Strictly speaking, "The tax code" is Title Sixteen of the US Code. That's the law as passed by Congress.

To be more accurate, when referring to "the tax code" one is taking into account all of the rulings of the Revenue Department on issues raised by taxpayers under that code, and the decisions of the Tax Court on cases presented under the code, and any statements of the Revenue Department that basically say they disagree with the Tax Court's decision on a case, so they're gonna do what they want to do anyway.

It's really huge. You could go mad sorting it out.
