Could Bush declare something like martial law to answer a perceived terror threat, thereby doing away with or cancelling the 08 elections or, prevent the winner of the 08 elections from taking office in jan 09?

Yes, he could.

Public Law 109-364, or the "John Warner Defense Authorization Act of 2007" (H.R.5122) (2), which was signed by the commander in chief on October 17th, 2006, in a private Oval Office ceremony, allows the President to declare a "public emergency" and station troops anywhere in America and take control of state-based National Guard units without the consent of the governor or local authorities, in order to "suppress public disorder."

Well, he put the National Security and Homeland Security Presidential Directive into place in May of '07, which allows for some pretty widespread powers and even less accountability than he has now. I won't be surprised if he tries. Personally, I can't imagine him giving up his position willingly. No, there is no constitutional provision for such a thing. Even under martial law, there would be elections and he would step down. He'll probably be more than happy to get out of Washington by then.

According to LIBS, he is "Chimpy McPresident," who chokes on pretzels and can't remember the "Fool me once..." quote, but he is evil genius enough to mastermind 9-11 and do what you outlined.
