Yes, it is the law, just like cigarettes. And if that person wants to keep his or her job, then it won't matter how old you look. They should ID someone who has gray hair too.

Yes, they can ID you for buying tobacco papers because it is a tobacco product.
I am a server for a local restaurant and whenever I hear the line "I am 21, but I forgot my ID at home." I respond with, "It doesn't matter how old you are, it is how old you can PROVE you are that matters."
If you do not have a valid ID, you have NO PROOF that you are 18. It does not matter how old you look. I wouldn't sell you anything either.

Yes, it is 'legal' for you to be refused the 'papers' because you had no legal identification. Even smoking tobacco is illegal if you are under 18, and most states have a 'rider' to that law that REQUIRES them to ask for ID if you 'look like you are under 30 years of age.' Next time, take your ID, so your Dad can get his 'papers' ...
