They want to conserve their money and don't know what to do with it all but want to have as much of it as possible. They are in favor of government paying for what they want, though, or other people - they love using Other People's Money rather than their own.

It comes from the notion that conservatives want things to stay the same. This may be with respect to different things. But you could say someone is socially conservative if they don't want our socail standards to be altered. You could say that someone is financialy conservative if they are in favor of keeping the way money is distributed the same. People who are not conservative may be in favor of some big changes since they feel that the current situation should not be conserved.
Conserving a rainforest means to keep the rainforest the way it is. So that is another form of conservative. Equally valid.
I think what makes it confusing is that people who are conservative tend to implicily want to conserve their own way of life and perhaps what they see as the things that are important to society that are in danger of being lost. But in order to consrve that, they may have to destroy something else. For example, to keep the economy going, and keep the return on their stock market investments, we have to burn more oil. That may cause reduction in polar ice caps. But the thing being conserved is still there. If you are in favor of conserving the ice caps, you may have to admit to a trade off too. To conserve the ice caps, you may have to live in a depressed economy and have no money.
