Your Presidential System simply gives to much power to the President and a constitutional amendment is needed to correct this situation.

The merte fact that Bush has been able to wage an ILLEGAL war of choice based upon a pack of filthy lies that has resulted in the on going slaughter of over 400,000 innocent Iraqis and to this date NOBODY CAN STOP HIM is simply an obscenity.

The impeachment process is useless as it is essentially a political process not a legal one and it takes way to long to reach a decision.

I have no idea specifically of what is needed in terms of a Constitutional Amendment,only that one is necessary.

We do not need to change the Constitution. Only implement it.

Impeachment is a perfectly good check of presidential power. The reason it has not been used is not because of political fear in Congress. It is because candidates in the most recent election had their way with voters who thought that a democrat majority would change the course of the war.

Don't get too excited about the democrat presidential candidates promises either. Iraq policy will change very little regardless of whether Obama, Clinton or Guiliani win.

Emotional anti-war rhetoric is one thing. Foreign policy is another.

Indeed--we already have that. Well, we would if the Constitution were followed more closely. Repealing the Patriot Act would go a long way towards restoring the freedoms that made America what it is.

In the US, we have the Bill of Rights, and other Constitutional protections. We just also have a govt that doesn't respect its people, and does everything it can to quash those liberties.

Do you mean amend the constitution? Knock yourself out. All you need now is to convince three forths of the state legislatures to go along with you.
