He was asking for your consent to sex without him wearing a condom. I hope you had some birth control method of your own. I also hope you know his sexual history well, as well as his current state of health.
Next time you don't know what something means, don't be afraid to risk killing the mood. You should never consent to do something sexually, without understanding all the implications.
