We used to have a Department of War.

It got renamed in the mid 1900s to the Department of Defense.

But you're right -- it might be time to rename it back, if we're going to continue using it primarily as an offense tool.

The best defense is a good offense.
The Europeans proclaimed both in the first and second world wars: "What took you so long Yank?"
The lament for years to come was that the arrogant, self centered Americans were too isolated and detached from the rest of the world and neglected their responsibility to be 'engaged'. They always wait until the damage is so bad it takes huge amounts of blood and treasure to undo it.
Now the Americans act in a preemptive way to prevent terror and the Europeans want their leader executed. The Americans always wanted a leader who would do what he said he would do and now that they have one, they want him impeached and imprisoned.
What is defense? Waiting around until you are shot?

Given the current president's doctrine of preemptive warfare, you're entirely correct. The invasion of Iraq was a war crime, pure and simple.
