Short answer: they haven't been brought up right.

Longer answer: For some reason, there are people who honestly have no concept of moral values. They either know about them and reject the idea, taking selfishness and greed to be their creed, or they literally do not know about them. Why is this the case? Well, it is not entirely that their parents have not taught them. Some have parents who taught them wrong, especially if their parents are criminals. But many more have parents who attempted to teach moral values, but did not know how to go about it. An example would be those that are so harsh that the child grows up believing adulthood means becoming the persecutor instead of the victim.

But I think it is also true that some kids who have been brought up well fall in with a bad crowd, and learn rebellion from them. At first they rebel against parents and teachers, but if they "get away" with that, they may rebel against all social and moral values because they were never internalized. They never got the idea of self-respect through self-control.
