how do i find out who owns a buissness?

If its a Corporation, LLC, etc. the information is at your State Attorney General's office or whatever state agency handles incorporation in your area. If the company is a DBA, go to the county "assumed names" or "fictitious names" division and find out who the owner of record is for the business name. Those two avenues should help in 90% of cases.
