being harrassed almost everyday for the past 7 months, my superior put this person on "notice" 3 times already.

CONTACT A LAWYER IMMEDIATELY ... as soon as the person did it the first time after notice was given, he should have been disciplined or fired ...

If this person has already been warned by your superiors, inform them that it's still going on and that they have two choices: they can let the harasser go, or they can be sued by you for creating a hostile work environment. Especially if you can show that they already warned this guy, you totally have a case -- against your employer for not enforcing it, and against the harasser for harassing you.
Don't put up with it!

Like anything else, you need bona fide proof.
If a person has to be warned more than once, that is enough, in my opinion. What proof do you have that the person was put on "notice?" Was there any paperwork involved? Use it to your advantage but it still may not be enough.

Your chances are good. You need to register your complaints with the 'HR' department then you are covered.
