There are so many different Movie makers out there that there is no easy answer without more details to the question.
If you are referring to WinXP Microsoft Movie Maker, they use a format, Windows Media Video, or WMV file-extension.

It is my experience that you will have better results if you encode your own movies using WMV9 codec with freeware movie maker VirtualDub.

the only two video files that are made on windows movie maker are avi and wmv, depending on how you save your movie.

If you mean what file format does it use (like mpg, avi, wmv, etc), it uses several. You can choose which of the three formats you want to use during the saving process.
