My PC (XP Pro) was given to me by an organisation which doesn't exist any more. The PC had been part of a network and I had to use LockSmith to login for the first time. It now thinks that I am the administrator of that PC but not the network admin so I can't do certain things. For instance, I can't connect it to my home network nor can I remove some programmes.

Is there any thing I can do?

I purchase a lot of good used pc's that just need minor repair or I'll do a little upgrade on it then resale it for a profit. When I do this I always reinstall windows so the next owner is getting a clean fresh hardive.

Your PC had been in network and most probably user from you are logging is restricted, the way to get rid out of this is either get admin password that was used at the time when PC was in network or reinstall OS.
Without Admin password you may not be able to change properties of the user.

Go to My Network Places in your control panel and disable/remove whatever network it is trying to access.

Also, you could try right clicking on My Computer, Properties, Computer Name (tab), Change, and select the default settings.

One last thing would be to go into the properties for your NIC through device manager (in administrative tools under "Computer Management") and making sure that it isn't set to a static IP (make sure it gets one at random) and that it doesn't have a prefered DNS server or default gateway set up. Unless you want to run a home network, it's best that all three of those are obtained at random when you access the 'net.

If the machine came from a domain environment and inherited GPOs from that environment you may need to reinstall the OS. Depending upon what they locked down and how they locked it down that very well may be the only way.

personally i would reformat it to it's original state so i am starting off fresh but if ya don't wanna do that. i made the tut above very simple to understand for changing password's for any user's account.
