Why let her down gently? Has she been gentle with you, maybe it will take a spoonful of her own medicine for her to realise how she is impacting on others.
Be honest and tell her like it is, don’t sugar coat it either. This will make her feel like you are the problem and not her behaviour. Make sure she understands that how she treats people and behaves is the problem and not the person she is. Underneath this kind of mean and cold attitude lurks someone who has been deeply hurt before.
Call on her better nature, inspire her to be a better person!

Ha! You sound like my best friend! Well this is what my friend did. A girl named Kayla asked her to be her friend. Kayla is in an anger management class, REALLY annoying, & REALLY mean. Kayla asked my friend Barbie to be her friend. Barbie said,"Well i like keeping a few friends, not a lot. And my parents have to know your parents more than a few months. So even though being your friend sounds really cool. I can't. Sorry" Kayla NEVER bothered Barbie AGAIN!
~The End~lol. I made up fake names.

well it is very hard to tell some one you dont want to be a friend but in your case you have reasons not to want this individual to be your friend. my advice is that you be honest to this girl, tell her that you dont want to hurt her by being a friend and then when its time to be there for her your not and then she becomes sad. Let her know your previous experiences with your friends, it never works out, let her know what are the qualities you are looking for in a friend. if that does not work and she believes that she can make it works let her know that you have experience it before and even if she does not get hurt, you will, has you are not always able to stick it out when situations arrives. thank you.

honesty is always the best policy, in my mind! maybe you could tell her that you don't really know her well enough to be her friend yet...that some of her actions/behaviors make you feel uncomfortable, and you don't know how to deal with that.
but i also believe there is good in everyone...try complimenting her for something...her looks, sense of humor, something like that...but still, remain firm in telling her that you aren't ready to be friends yet.

well if shes mean and you knw it well i guess to let her down well just tell her you have too much to do to be with friends and your homework and stuff is too much if you are in school if you are older then tellher you are busy with work and its taking too much of your time to be friendly with anyone.
