I think it would be a terrible idea by the way. It's just that we don't mind building over every bit of land and forestry available. I'm just surprised the sea hasn't been taken over yet.

Is there really overcrowding? The earth is mainly very sparsely populated.
We are improving communications all the time, this means that less business travel and commuting should be necessary in the future. This has already seen the demise of the Concord which was the preserve of the businessman. Eventually we should be able to spread out over the globe and not have to live near to our workplace.

Lol, how bored can one really get..
I'm sure somebody thought of that, maybe even died trying...lol.
The thing is the pressure under water is tremendous, speaking of dying there was just a few days ago a story on dstv that showed a guy that tried to make a record of deep sea diving, using only a snorkel, he went really deep, in fact he died... Its scary stuff. Water not only kills, it rusts everything, so it would cost you a fortune building under water, and a pair of titanium lungs...Breaths of steel...

Because with our current technology it would not be practical to live under the sea. Not everybody has a submarine and how would you get to land with a submarine?
There are more problems we have to deal with first such as the lack of sunlight and fresh air and people getting the bends.

Until humans somehow evolve to grow gills, it's highly improbable to live under the sea. You may now eject the Little Mermaid sing-along DVD from your player.

The main problem with living under the sea, is that it is prone to flooding. Hang on, that applies on land, too.

I think the idea that we are overcrowded is a bit suspect?
There is as much country side as when I was a kid...it's just more owned by rich people than it was.

Where do you think out garbage and bio-hazard waste goes? Seriously, there is still lots of space for all of us. Not to mention it would be extremely expensive to create an underwater city.

It is virtually impossible to do so with the amount of pressure water exerts. It would be almost easier to build communities on the moon.
