It just means to restart the computer

Click Start and then Shut Down. A small window will pop up with usually 3 options, click Restart. Your computer will reboot.

ctrl, alt, del. Hit the first one, hold it down and hit the second, hold them both down and hit the third. When all else fails you could just use the power button.
