If so, then it is called a yellow legged clearwing moth.
There are other clear winged moths in the Sesiidae family of moths but these look more like wasps than moths.

Probably a Dragonfly, moths don't usually have clear wings.

These are what's know as giant dragon flys, there usually found around water, ponds etc. There are quite harmless and unfortunatly do not live very long. once mated and layed there eggs they die.
they lay there eggs in water.
