Yes, the Harry Potter series is fiction. Fiction just means that they aren't based on real people, places, and events. The books are also fantasy - but fantasy is sort of a sub-genre of fiction. Think of it this way - all books are either fiction or nonfiction. Within the nonfiction group, you have biographies, dictionaries, textbooks, etc. Within the fiction group, you have fantasies, mysteries, westerns, etc. So actually, the HP books are both fiction & fantasy. It's perfectly fine to do your report on a Harry Potter book. =)
Edit - Wow, what's with all the thumbs-downs? Oh well.

The books are fantasy - which is a subdivision of fiction. Anything written that was not written about actual events should fall under fiction. However, your teacher may not agree - you should ask if this book is ok for your report.
Good luck.

Harry potter is more fantasy. You might be able to pass it as fiction though. Ask whoever you have to do the report for if harry potter would pass.

Both. Fiction just means it isn't real. Unless you mean Science-fiction, which many people consider horror and fantasy a part of.

Fantasy IS fiction. Books are either "Fiction", meaning the story is not true and is the creation of someone's imagination, or "Non-Fiction", which means they are true stories or reference materials.
By definition, all Fantasy books are Fiction.

Fiction, ithink.
Fantasy is more of the fairy princess thing I think. But whatever you think. If your in the older middle school and up range i would go with fiction. If your younger what ever floats your boat.
I hope I helped
Good luck on the report!
