Seriously, many people say Brazil, but blond hair women from the USA get all the attention they'd ever want when they go down there.
I've heard similar things about Austrilia, Italy, and France.
So, I'd say what you should do is figure out which country's nationality you look least like, and go there. Because you'll be special (so the chicks will want you), and you'll find a bunch of hotties too

I went to Israel for 5 weeks for my work and I saw the most naturally beautiful women I've ever seen. No makeup, just naturally pretty.
