Hackers don't look for a specific IP address. They use scanning programs that probe a range of IP addresses to see which ones respond. Once they get a response they look for open ports that can be exploited. Generally speaking a hacker isn't looking to get into a home computer by attacking it remotely. Hackers go after bigger targets, like the US government computers.
The way that home computers are compromised is when the user downloads or somehow manages to install "malware". Malware applications turn your computer into a zombie for the "hacker" to use remotely. They might steal stuff off your computer or they might use your computer to send spam etc.. Point being that the hackers didn't specifically target your computer (IP address), you clicked on something or opened an email that put the malware on your computer.

Simplisticly yes, hackers, scammers and such must have your IP address to access your computer from the internet. A personal firewall will help protect you from those attacks. Many companies make them now. If you are running XP or above Microsoft has a built in firewall that you can turn on if it is not already on by default.

Your IP address alone cannot be used to hack your computer, but it can be used to gain your personal information like your exact location, address, what your ISP is, and your phone number.
My and my friends used to prank people over the internet back in high school, and the person we pranked obtained our IP address and was able to track my schools address and narrow it down to the exact computer used!
I recommend using either the Windows Firewall, Zone Alarm, or Norton Net Security. These won't prevent your IP address form being known, but will definitely prevent your computer from being hacked.

IP address can be used detect your location and some of your personal information if your network service provider allow. It can't be used to capture you personal data from system. If the hacker has a program to breach your system security then only he can do it by locating your computer from its IP. So it is better to tighten your system security. You can not encapsulate or encrypt your IP. because IP is not a system property, it is a server property. So it can be only alter by your internet service provider.

through knowledge of your i.p address they can locate your pc and unless you have appropriate firewalls/antivirus then yes they can hack your pc.
but simply knowing your i.p address does not provide access into your computer. It is also possible to find your location through your i.p. address, a tactic commonly employed by the police.
to protect your i.p you can use a proxy, for more information on a proxy i suggest you google ' what is a proxy'

Do you have any security on your computer? McAfee, Windows firewalls, etc... If not you need them, However, anytime you use your computer, your IP address is connected to whatever you are doing. Ever watch CSI, COPS, or any of those shows? If someone gets ahold of your hard drive, also then they can find out what you have been looking up. Just remember, your IP address is directly connected to your computer wherever it is located... Home, office, school etc.....
