Yep. There was a guy my dad used to hang out with that had all sorts of piercings. He pierced and altered his manhood in a very interesting way.

I have seen it in a porno once and im pretty sure it would be quite painful (like any tattoo). However, there isnt much bone or cartilege down there so the person atleast has that going for them.

Yes, it has been done, I've seen it. My tattoo artist said it is difficult.
I'm a girl, but I still think OUCH!! A piercing at least is quick, but a tat takes hours.....

It would be very difficult.
That reminds me of a joke I heard some years back.
In the hospital breakroom some nurses were commenting on some of their patients.
Nurse Joan: "I had to give a spongebath to that patient in 402. Do you know he has "SWAN" tattooed on his penis?"
A few days later they were doing their discussions -
Nurse Bob: "I gave the spongebath tonight to the patient in 402 and you were wrong. It says "Saskatchewan"."

I have a lot of tattoos, but I would never get one there. A friend of mine does have his tattood. He said that it was the most painful experience of his life. I didn't ask for any details.
