Can anyone tell me why this wouldn't work?

first of all, the price of goods would remain the same, so the poor would be able to buy even more crap with their money (cigs, beer, lotto tickets, nascar hats, rims, etc)

second of all, the really poor would actually get a check in the mail every month for items the goverment deemed as necessities, such as food, housing, toilet paper, etc.

the people it would hurt are the thousands and thousands of accoutants and IRS attorneys who make hundreds of thousands of dollars depicting the neverending tax code.

Most YA liberals could care less...you first need a job and income and for those that do work they come under the Alternate Minimum Tax...in other words they do not make enough to pay taxes...but the IRS gives them a refund..go figure that one out.

Such a tax, since it doesn't tax investment or revenue from investment, would be extremely regressive, because the poor simply spend more of thier income than the wealthy - in fact, those who's income is lower than usual tend to engage in dis-savings. Looked at as a marginal tax, such a system would hit the very poor, and the temporarily down-on-thier luck /much/ harder than the well off, while the rich would hardly notice it as thier massive investments grew tax-free in perpetuity.

A VAT tax, a tax on capital goods, maybe along with tarrif and excise taxes might work out better, as might a 'flat tax' on income.

I agree completely.
Unfortunately, I'm afraid that in the real world, your proposal is just too idealistic.
The last time the government "simplified" our taxes, they returned with a tax code that was a two foot high book of type written laws and procedures - most of the text was far more concerned with exclusions for special interest groups than having anything to do with fairness.
You must remember, the code will be written by politician lawyers and pedantic accountants and other bean counters who basically don't have a clue as to what the phrase, "tax burden," means to a working class family. Not a damned clue.

Use of the word 'fair tax' is misleading because the real problem is that not everyone agrees what kind of tax system is best. Is it best to have a flat tax, everyone pays the same percentage of all their income? Is it better to have the percentage taken by taxes rise as income rises? People don't agree, and usually they think 'others' should pay more than the 'others' are currently paying, or that they themselves should pay less.
