anything 250cc and up is considered a motorcycle.

A Yamaha Zuma is a scooter.
All scooters are classified as motorcycles.
So you are required to have a motorcycle license to legally operate a scooter on public roads.
A moped can be operated with an automobile license only.

Neither. It's a 49cc scooter. In Florida you can ride one without a motorcycle endorsement on you driver's license. A mo ped has 2 things, a MOtor and PEDals.=MO PED. Check with your state. I assume that you do have a drivers license?

It depends on the state you live in. Here in MN they are classified as Motorcycles because of the Horse Power. Has nothing to do with the CC size. Check with your local DMV.
