I have a lot of roses but noticed yesterday that one that is alone, in the back, has little holes all over the leaves. They look exactly like someone took a hole puncher and punched holes in them. Any idea what kind of insect is doing this to my rose bush?

I was thinking Leafcutter Bees but I could be wrong.

There is no other damage to the leaves (they actually look pretty healthy- considering all of the rain we've had).

A leaf cutter bee cuts along the edges of the leaves leaving a C shape.

However there are many other insects that make holes in leaves.
Beetles such as Japanese beetle, rose chafer beetle, rose leaf beetle, rose curculio, fuller beetle, and goldsmith beetle all attack roses.

There is an insect called the rose slug. First holes appear and then the leaves become skeletonized.

Carpenter bees cut out perfectly shaped O's in leaves.

You will see round holes and a coarse sawdust-like substance called frass underneath the holes. The holes are perfectly round and are about 3/8 inch in diameter. You may find old holes near the newer ones. -copied this from an exterminator's page

Earwigs! They eat tender flower petals and leaves, and leaves lots of little holes especially the bottom side of flower such as roses. They often hide inside of layer of the flower petals as they munch away. Earwigs love to crawl into something damp and warm. You can catch them by placing damp, loosely rolled up newspapers on the ground near plants. Earwigs will crawl into it and you can discard the whole thing. Leaf-cutter Bee won't make holes, but they rather cut out circular shape from edge of the plant leaves.

Spiders are actually not bugs. they are arachnids. diverse classification. Fish honestly do not even come on the brink of being bugs. Ticks, scorpions, and spiders all fall into the comparable classification, and it is not insect. Sorry.

If multiple feeding punctures resemble pinpricks and distorted leaves, I'd guess your roses have leafminers. They look like minute black flies. Try spraying with diazinon, it will control the problem.
