I live in Virginia. My friend is 21 years and and swears up and down that it is legal for her to drive by herself with only a driver's permit (no liscense). This just doesnt make sense to me. I looked on the DMV website and was unable to find the info about her situation. Can anyone help clear this up?

if she only has a permit, she must have a licensed adult in the car with her at all times when she is driving. people aren't allowed to drive with just permits, and you can get a ticket for it

No, With a permit you have to have a licensed driver 21 or older with you at ALL TIMES.

I looked it up here ya go. I found it when I typed in "state of Virginia driving laws.


Your learner's permit allows you to operate a motor vehicle when a licensed driver at least 21 years of age is seated beside you. The driver accompanying you must be at least 18 years of age if he or she is your legal guardian, brother, sister, half-brother, half-sister, step-brother, or step-sister.
The driver accompanying you must hold a valid driver's license, be legally permitted to drive and be alert and able to assist you. The person may not be under the influence of alcohol or have a suspended license. If you learn to drive with an experienced and safe driver, you'll learn more and be better prepared for the challenges of safe driving.

Your friend probably thinks that because she is 21 she does not have to have anyone else in the car with her. She is forgetting about the part where that 21 year old has to be a licensed driver.

if you only have a permit it is not legal to drive any vehicle without a consenting adult with you!!!
