Parody is one of the fair uses protected under the copyright code.
How to tell what constitutes parody and is allowed is one of those things that keep lawyers driving Mercedes. Obviously, just showing Disney characters engaged in obscene acts may be hilarious to some, but not to Disney and not to the court.
You have to in some way be making fun of the subject of the copyright, not just using them. There should be no confusion whether the item is a real piece of DARE mechandise or not; if the sole purpose is more to make money off their fame than to poke fun at them, the court may not consider it allowable.
There is a thing called "libel chill" which also applies to copyright. Rather than spend big bucks on lawyers defending their right to free speech, many publishers, T-Shirt makers, etc. will probably simply avoid anything that may push the limit of what is allowed.
For example a friend had the nick-name "Kool", but she could not get Disney to put that name on one of their mouse-ears; since the word is trade-marked and there is no normal use of it outside of the cigarette brand. many are just gun-shy of any legal entanglements.

Contact the organization and ask for what you'd need to do to be approved. Chances are it can be done because there are a bunch of parody shirts.

I think as long as it makes no actualy mention of D.A.R.E. then you're fine, if you plan on selling these then you should look into this a little more
