There are still too many Republicans in Congress. The Democrats don’t have enough votes for cloture and they don’t have enough votes to override Bush’s vetoes.
Impeachment was not the reason that Democrats got elected but it is rather disappointing that they won’t pursue it.

I don't recall hearing anyone promising to impeach Bush. However, you're unfortunately correct about the neutering. Congress really can't accomplish much with a President who promises to veto their bills before he's even read them.
Suthmlyts, it takes a two-thirds majority to override a veto, and the Democrats don't have a two-thirds majority. Impeachment also would require a two-thirds majority. Read the Constitution.

I don't think he's laughing, no. His hoped-for 'legacy' of immigration reform went down in flames because of Congress, for instance.
And the promise made in '06 wasn't so much to impeach Bush as to lose (OK, 'End') the Iraq War. To be fair, we let Bush try to win the war for years. We should let Congress 'stay the course' of opposing the war by funding it for a few years, and see if it works...
