You need 2 phone line. The modem uses the phone just as if you picked up the phone and started talking. Puting 2 modems on the same line would be like you and someome in the same house (phone line) trying to dial and talk at the same time - Doesn't work!

Only if you have two different phones lines in your house. Each modem has to have its own private line. They can not share the same phone line at the same time. (Just like you can not use the modem and make a phone call at the same time).

cable modems? Yes. I would think that you would need a separate account or at the very least pay double for having two modems.

Yes, but dialup modems each require a separate phone line.

as long as your isp supports multiple ip's on the same line.
otherwise, get a router. it's cheaper in the long run anyway.
