You may be referring to the "fair use" doctrine, which applies not just to posting things on the Internet, but in other mediums as well. There are also academic principles in which you are required to properly cite your sources, giving credit to any information you use, even if you re-write it in your own words.

Basically "fair use" gives you the right to quote a portion of some work that you are commenting on, to show the context of your disagreement, comment, parody, review, news reporting, teaching, research, or whatever. The amount that is copied, and the context, needs to be consistent with the "fair use" doctrine.

Cpyright "Infringement" is what it is called if you copy too much.

The short, safe answer is NO!
Phone or write to the Publisher and ask HIM/HER.
The Internet copyright laws are exactly the same as all copyright laws.
A-Copyright-Is-A-Copyright-Is-A-Copyright!
The copyright holder sets the rules.
