He visits a bar and takes home a bargirl thinking that because she works in a bar she is 18 years of age or older.....but it turns out that she lied about her age and is really younger than 18.....
Is the foreigner held accountable even though he met her at a bar where she was supposed to be 18 years old to work at?

Yes. That is why people should not go to the Philippines to have sex with bar girls because you never know what you are getting. Even though the law says she must be 18 or over to work there she could have lied about her age and actually be younger.
