Is the foreigner held accountable even though he met her at a bar where she was supposed to be 18 years old to work at?

Yes. That is why people should not go to the Philippines to have sex with bar girls because you never know what you are getting. Even though the law says she must be 18 or over to work there she could have lied about her age and actually be younger.

Yes, by law you will also be held liable. And don't believe otherwise. Just like buying marijuana from a cigar stand. You can't say the store has a license, and you thought you were buying regular cigarettes that turned out to be stuffed with these weeds.

Yes, the foreigner is accountable regardless. If the girl is underage & lied about it, then tell it to the feds, but you should have asked to see her I.D. A lot of girls lie just to get some d*ck.
